People's right to peaceful protest in Russia is under serious threat. As fundamental freedoms continue to be restricted in the country, rallies and protests are often the only means for Russian citizens to express themselves politically. Yet these rallies are regularly denied formal permission and are often violently dispersed by the police when activists turn up.

The Strategy 31 protests take their name from Article 31 of the Russian Constitution which protects the right of assembly and are organized by political and civil leaders Ludmila Alexeeva, Eduard Limonov, and Kostantin Kosiakin. Hundreds of activists in Russia have stood up to demand their right to assemble through holding peaceful protests all over the country on the last day of every month with 31 days. But since May 2009, many of the Strategy 31 Campaign have ended with police detaining activists.
